raised in the Brooklyn Museum of Art case.  Americans for the Arts has just
published this white paper entitled "The Museum vs. the Mayor" which was
written by James Fitzpatrick.

Mr. Fitzpatrick is a senior partner of Arnold & Porter in Washington, D.C.
For the last decade he has been active in the Culture Wars representing
numerous artists, libraries, and broadcasters in congressional hearings,
Supreme Court proceedings, and public debates.  He did an amicus brief in
