Commonly known as "database", H.R. 1858 is the Digital Future Coalition (www.dfc.org) supported legislation which maintains the proper balance between the users and publishers of databases. H.R. 1858 is a narrowly tailored bill which strikes a balance between the interests of selected database producers while ensuring that legitimate and appropriate access to factual information continues. Introduced by Chairman Bliley with bi-partisan support, H.R. 1858 protects value-added, downstream uses of information while addressing the digital piracy concerns of some database producers. PROVISIONS IN H.R. 1858 WOULD: *preserve the fair use of information and keep factual information in the public domain; *prevent unfair competition in the form of parasitic copying; *promote the progress of science, education, and research; *protect value-added publishers and their products; and *provide safeguards against monopolistic pricing Sources indicate that H.R. 1858 and an unacceptable competing measure in the House Judiciary Committee may move shortly to the House floor. With the possibility of a long and hazardous floor fight before us, it is imperative that you call your representatives and ask them to CO-SPONSOR H.R. 1858, the "Consumer and Investor Access to Information Act".
