record as opposing H.R. 354, but response from indivduals as suggested
in no. 2 below will add emphasis to our position.

Late afternoon meetings with House staff have revealed that Rep.
Armey in the House leadership is actively pushing for H.R. 354. "The
Collections of Information Antipiracy Act" to go to the floor of the
House the week of Nov. 1, 1999. Also, the Realtors have issued an
Action Alert to its membership to start lobbying on behalf of H.R. 354.
While there is no "guarantee" that H.R. 354 will make the floor -- the
foundation has certainly been laid. Past experience also indicates that
that we must take these developments VERY seriously.
Please take the following action:
1) Please send letters opposing H.R. 354 to all House Members. Even if
your organization has recently sent a letter opposing this legislation,
another letter is in order.
2) Please activate your grassroots. An important factor at this point
in the process is the generation of mail and phone calls to as many of
the representatives as possible. The message is "Oppose H.R. 354 and
Support H.R. 1858". The House switchboard number is 202-225-3121.
E-mail a message to your Representative at:
http://congress.org/elecmail.html.
3) Please send me a copy of any letters that you send so that I can
construct a package for use during face-to face visits with members and
staff.
