I would think your salary should be twice that listed. You haven't given your
years of experience and number of masters (are we talking MLS and/or MA, for
instance?)  If you have an MLS, there should be statistics for Penn. average
starting salaries.   Suggestion: If they can only afford $15,000 to $17,000,
that should be a half-time position.
Hang in there, you deserve better.
