This is just a suggestion but... since the reason not to use staples is
conservation driven, you might use the staples suggested by conservation
suppliers (or use a thickish tape also supplied by them - the tape's glue
does not damage the paper and may be removed fairly easily). The following is
not a comprehensive list but you might call some and ask for catalogs and
advice:

Archivart (Moonachie NJ) 1-800-804-8428
Conservation Resources, Intl. (Springfield VA) 1-800-634-6932
Gaylord Bros. (Syracuse NY) 1-800-634-6307
Hollinger Corp. (Fredericksburg VA) 1-800-634-0491
Light Impressions (Rochester NY) 1-800-828-6216
Masterpak (Long Island City NY) 1-800-922-5522
Metal Edge West, Inc. (LA, CA) 1-800-862-2228
Preservation Products Unlim. (Lincoln NE) 1-800-648-7329
Proline (Brownsville, TN) 1-800-677-3686
University Products (Holyoke MA) 1-800-762-1165

Good luck!
