One thing to consider: as a non-profit organization you may be able to get
free or discounted services, particularly from a local ISP.  My
organization made such an arrangement with an ISP that was being set up by
the Cleveland Plain Dealer newspaper.  They did a lot of gratis design and
development.  The result is at http://www.clemusart.com .

It never hurts to ask for a discount.
