I feel this is best addressed by personnel policy.  If there is a
checklist that is covered in an exit interview, or before termination is
complete, it can include return of keys, ID card, etc., in addition to
items borrowed from the library.  This requires, or course, the
cooperation and attention of the director of human resources.
