I've had some questions about my last post on the AAM sessions.  There seems
to be a little confusion over the IMLS sessions.  So at the risk of telling
you something you already know, I'll try and explain what Congress did with
museum/library funding for FY97.

On September 30, 1996 Congress approved the Library Services and Technology
Act (LSTA).  It was signed into law the same day.  The act moves the funding
for library programs from the Department of Education (which funded LSCA and
HEAII programs) and puts that power into the hands of the Institute of
Museum Services.  It changed the name of the IMS to the Institute of Museum
and Library Services the IMLS.  The IMLS was restructured to have a director
and two deputy directors, one from each field of research.  All the program
proposals for grants from the museum field are recommended by the Museum
Services Board.  For library progams and policy the U.S. National Commission
of Libraries and Information Science will serve a similar function.

1997 is expected to be a tranistion year, with funds available in the Fall.
As of January 1997 the IMLS was asking for model programs of collaboration
between museums and libraries.  If you wish to report such a program contact

Actually the whole procedure was very byzantine.  The IMLS funding is
attached to the Department of Defense Appropriations Bill for FY97--go figure.
