My immediate thought is using
        Lois Swan Jones. Art Information: Research Methods and Resources.
3rd ed. Dubuque: Kendall/Hunt. 1990  ISBN 0-8403-5713-3.

I don't know if there is a newer addition.  Hopefully the institution is
willing to commit funding to support the development of resources.
Carefully selected and managed Electronic resources can provide information
that in many respects would not need to be duplicated by printed texts.
This could be an exciting time to 'start from scratch'.
