 I saw the image on Google Images and made the following observations:
the girls appear to come from a wealthy family
Both are well dressed gathering flowers; they  could be wearing silks, brocades, with lace at wrists and neckline; maybe chiffon or delicate organdy with a velvet ribbon at the neck; also dresses maybe damask or organza, or toile
I would ask what materials were popular at the time for women/girls of this class
what type of dress material would girls from a wealthy family use for day/evening wear, what was popular at the time;
is the setting a formal one or an everyday setting,; then I would look for other images of women created during the same period in the same country or in nearby countries
Several years ago at a Chicano/a art exhibit in San Francisco, one artist created a large painting depicting various items of clothes, male/female jackets, skirts & blouses, children's clothes in different colors of paint, strewn over a large canvas. I think it was titled La Migra or immigration. I concluded that the clothes were shed by immigrants on their way to California in order to lighten what they were carrying.

re-create the dress in the painting, and needs to order fabric soon. We 
can't find too much about exactly what type of fabric the dress would
