Error during command authentication.

Error - unable to initiate communication with LISTSERV (errno=10061, phase=CONNECT, target=127.0.0.1:2306). The server is probably not started. LISTSERV 16.5 - ARLIS-L Archives

I have been asked to find out more information about this image, perhaps a bookplate. The image appears in the book Stanford White in Detail, published on the frontispiece, which leads me to think that it is a bookplate designed by White … but need to know what it represents or shows.

Any information or sources will be much appreciated.
