Cataloging rules, both AACR and RDA, call for entering a subordinate body under its parent when the name normally implies administrative subordination and the name of the higher body is required for the identification of the body. (RDA 11.2.2.14) Here, "board" normally implies subordination, and "women's board" requires the hospital name in order to identify the board. So we'll start with Women's Board being entered subordinately under the hospital. Wolfson Children's Hospital has a fairly distinctive name and probably wouldn't need a place name qualifier. Something like City Children's Hospital might need a place qualifier.
