Thanks to Mark Bresnan, my colleague at the Frick Art Reference Library, who came up with a terrific link showing that this particular Council, seemed to have been run by--or run out of--the Art Department Offices of Wayne State University in Detroit. The link was to a J-STOR entry of an article by Lisa Peters "Print Clubs in America" from Print Collector's Newsletter from Vol. 13, no. 3 (July/August 1982) "The council's purpose is to 'provide a forum for professional and public discussion of problems of the artist who makes prints and to encourage more knowledgeable support for printed art from the public and private sectors."--P. 90. This helps greatly. And for those other catalogers out there, I intend to create an access point through Wayne State University... for our record.
