Did you consider "Gothic revival window enframement"?

From the Nov. 2017 Google streetview,, it seems that the decorative element for this bay appears only on the second story, and only above what was originally the building's primary entrance (at 1228 Spruce Street). Depending on what context you plan to apply this description, you may describe the windows as part of the building overall, or by themselves as a unit of three.

You may have already gone down this road, but you could also check in with the fine folks at the Free Library, who've got a full run of Builder's Guide (1886-1940) on microfilm, at the Central Library. There might just be an announcement about the building in 1922 (or later) that describes this fenestral feature....

Otherwise, I concur with John and his architectural historian friend: if nothing else, those are decorative lintels.
