THE POSITION

Glendale's Library, Arts & Culture Department provides services, materials and activities to enrich life, foster literacy, inspire intellectual curiosity and stimulate the imagination. The Library, Arts & Culture Department contributes to Glendale's quality of life by meeting the ongoing educational and cultural needs of the community. Through its many programs and services, the Department encourages adult and early childhood literacy, serves as a vital center for civic engagement, and offers a community gathering place for all residents.

The recently renovated Downtown Central Library facility is the jewel of the library system's eight branches and a centerpiece of a newly-revived downtown. Glendale's Library, Arts & Culture Department is on the cutting edge of contemporary library and information services.

With an outstanding library system in place, the City is seeking a bold and innovative leader to serve as its Director of Library, Arts & Culture and continue the great strides that have been achieved.

Reporting to Glendale's City Manager, this executive position plans, organizes, and directs the operations, programs, and services of the Library, Arts & Culture Department, including policy development, program planning, fiscal management, and administration; manages and directs Library services including reference, collection management, children and young adults, circulation services, branch operations and programs, Information Services, Neighborhood Library Services, Arts and Culture Services, and Technology and Innovation. In addition, this position will coordinate library, arts and culture related activities with other City departments and outside agencies.

Essential functions of the job include, but are not limited to, the following:
*         Directs and supervises the operation of the City's library system, providing a variety of library services to the public.
*         Plans, organizes, coordinates, and directs all Library functions including reference, collection management, children and young adults, technical services, information technology, special Job Bulletin collections, circulation services and branch operations and programs through subordinate section heads.
*         Directs the development and administration of the annual budget; approves expenditures and implements budgetary adjustments as appropriate and necessary.
*         Directs and reviews the preparation of staff reports, studies and analysis.
*         Selects, develops and supervises principal subordinates and directs the selection, placement, training and supervision of department personnel.
*         Reviews and evaluates employees' job performance and recommends appropriate personnel action.
*         Establishes performance requirements and personal development goals.
*         Ensures the efficient and courteous provision of library service to the public.
*         Formulates acquisition and book selection policies, policies for collection development and reference services, and regulations and procedures for lending and retrieval of materials.
*         Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the operation of the library system and evaluates the effectiveness of library services.
*         Represents the City and maintains effective relationships with a variety of community organizations, groups, and individuals to promote positive public relations.
*         Works closely with City management; the Glendale Unified School District; public and private organizations, such as Friends of the Glendale Public Library and Associates of Brand Library and Art Center; citizen groups; library staff; and professional organizations to formulate policy, develop programs and implement projects to meet community needs.
*         Makes presentations before public agencies, civic groups, library support groups and other organizations.
*         Plans and directs library building programs and consults with appropriate bodies on library contracts.
*         Supervises library capital improvement program; reviews construction plans, inspects library buildings under construction and plans and coordinates moves to new facilities.
*         Evaluates the effectiveness of services and programs; maintains effective relations with community organizations, groups and other individuals to promote positive public relations and outreach.
*         Monitors technological developments related to the improvement of public library systems, evaluates their impact, and recommends improvements. Maintains current knowledge of new trends and innovations in the field of library science and information technology.
*         Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
*         Drives on City business as necessary.
*         Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
*         Performs other related duties as assigned or as the situation requires.



MINIMUM REQUIREMENTS

Experience
*         Eight years of experience in professional library work, including 5 years experience in both a supervisory and an administrative capacity.



Education/Training
*         Master's degree in Library and/or Information Science from a graduate school accredited by the American Library Association.
*         Additional graduate studies in management desirable.
*         Valid California Class C driver's license.

An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.

This position will be subject to a 1.5% salary adjustment effective the commencement of the first pay period occurring after July 1, 2018 bringing the new salary range to $10,223.92 - $16,395.04.

SELECTION PROCESS
The examination will consist of an evaluation and three oral assessment panels. Weight will be as follows: Evaluation - qualifying; Oral Assessment Panels - 100%. The Evaluation will consist of a review of each candidate's qualifications including professional experience, education, certifications and other suitable training, based on submitted materials, necessary to determine the most highly qualified and suitable candidates for this position. The recommended group of finalists will participate in three Oral Assessment Panels. The Oral Assessment Panels will consist of a Professional Panel (33.33%); a Community Panel (33.33%); and an Internal Organization Panel (33.33%).

The Professional Panel will consist of Library professionals from other jurisdictions. The Community Panel will consist of active and prominent members of the community. The Internal Panel will consist of City of Glendale Executives and Employee Association representatives. The Oral Assessment Panels evaluate the candidate's qualifications, professional accomplishments, goals, leadership abilities, compatibility and overall likelihood of success in this position. Candidates must achieve a minimum passing score of 70.00% on each test part (each interview panel) to have their names placed on the eligible list.

The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting.
