The Bowdoin Journal of Art accepts papers from undergraduates at other institutions, and bills itself as "one of only a few American and international academic art publications that features the work of undergraduates." Unfortunately for your student, its submission deadline for this year's issue was earlier this spring.
I, too, would be interested to learn about other publishing opportunities for undergraduate students.
