From my experience in college libraries, I know that converting a film which we don't own the copyright is a violation of copyright. However, there are some VHS tapes which arent available (to my knowledge) as DVDs. Some examples would be video presentations of exhibits at other museums. Would it be possible to make copies on DVD or streaming video of such items? By the way, access to these items would be restricted to museum staff and volunteers.
