The rule about artist as main entry didn't survive the transition from AACR to RDA. That is the principal reason that way fewer catalogs have artist as the authorized access point (aka main entry aka 100). AECs are to be treated like other publications. In most cases, the artist is playing more of a subject relationship with the catalog, but the variant access point for the artist relates to the illustrated matter.

The ARLIS/NA Cataloging Advisory Committee has had significant discussion about conventional collective titles (CCT), such as "Artist. Photographs. Selections." CAC members have not found CCTs helpful and sent a proposal to LC/PCC to add artist monographs and catalogs to the list of exceptions in RDA 25.1. The use of A4 for illustrated works under artist numbers is pretty universal and is not generally determined by authorized access point but rather by the work being "Reproductions (Collections). By date. Including exhibition catalogs" as in Table N6 of the N classification schedule.

Whether an artist is still living does not have an effect on authorized or variant access point. Whether an artist played an active role in the creation of the catalog, and is so credited, does have an effect. That is, if the catalog says "Artist: recent work, text by the artist," the artist will probably get the 100.

I am a relatively new cataloger and I predominately do copy and adaptive cataloging for art exhibition catalogs, but I've noticed a recent trend in AEC materials published in 2015-2016 where the items' catalog records have no 100 field when the publication is for a single artist's exhibition but instead have some variation of "700 12 Artist name. $t Photographs. $k Selections."  In many of these cases, where the call number does not tie directly to the author (i.e. ND237.B554 A4 2016 etc.), the cutter number is still done by artist's last name instead of by the main access point--which makes me think that there may have been, at some point, a 100 field for the artist.  
   
Has there been an update to prefer the 700 field access points for artists over the 100 field or to include them as well as the 100 fields in AEC's?  Is it a matter of whether the artist is living or dead or whether they played an active role in creating the exhibition? Is this a vendor-record feature?
