David just finished an exhibition at Blum & Poe. I can confirm these are two separate mail art projects. Regarding the Getty's work, he also sent a copy to LACMA. Here is the description directly from David: There were only 6 packages sent, all to libraries in California. They are images from Norway, from the Lofoten International Art Festival, and made in 2014.

For anyone interested in his work, there is an article in the Sept 2014 issue of Art in America.

The Research Library at the Getty Research Institute received one of these last week, but it sounds a bit different.
 
Ours consists of 14 photographs of mushrooms, flowers, the ocean, woods, etc., enclosed in a piece of 8.5 x 11 white paper taped so that it functioned as an envelope.Written on the inside of that paper was:

The Nelson-Atkins Museum of Art, Spencer Art Reference Library was one of the lucky recipients of an art mail project by artist David Horvitz. The unsolicited mail art project was sent to 31 museums around the world:
The package contains remnants of paperback books that were sanded to a fine powder. To those opening this package the plume of white powder can be an unwelcome surprise. If your institute is one of the lucky recipients, it might be best to open the package carefully. The manila bubble envelope clearly states that it is from David Horvitz.
