I would agree that the Frick is a good place to contact.  Also, the
Catalogues Raisonnes Scholar's Association has started to tackle this
issue.  They come from the researcher's perspective as opposed to the
Librarian's, however a couple years ago they hosted a "mini-conference" on
electronic catalogues raisonnes featuring some library and publishing
representatives.  The program for that event is available online and it may
be worth reaching out to some of the speakers or the association:

Online CRs that are deemed authoritative (which is itself difficult to
determine unless the artist or artist's estate is directly involved) often
have to be dealt with on a case by case basis as there is no one-size-fits
all format or delivery method.  Many are websites or online
databases, sometimes with login credentials required, which obviously
presents challenges when cataloging for library access.

Long story short, without standardized procedures for the creation,
maintenance, and cataloging of these resources, it's tricky...
