We know that accurate settings are listed on this web page: http://irspy.indexdata.com/full.html?id=Z39.50%3Acatalog.nypl.org%3A210%2FINNOPAC.

 

Your server must be whitelisted by NYPL in order to allow a connection, so give NYPL a call and get in touch with whomever it is over there that manages Z39.50 connections. This is why you’re not getting through, and why the “reliability” rating on the above web page is 0%.

I set it up and it the connection tested fine but any search yields the error:
