Hi,

We have never had Artstor and haven't had requests for it. Online resources by themselves are not adequate, though. Faculty take their own photographs and do their own scanning. For higher volume, please don't forget local image databases, preferably managed by a librarian or someone who has achieved comparable knowledge through apprenticeship, and paid as a librarian. We can handle a much higher volume than faculty have time for and can save a lot of redundant work by creating a common pool of images. It does not have to be someone's full-time responsibility, but well equipped libraries generally have the digitization resources and other expertise required for the work. 

So this is really and answer to the question, can Goolge replace visual resources production? It can't.
