You may be interested in the Voices of September 11th, an organization that is digitally archiving ephemera and other materials from victims' families for their 9/11 Living Memorial:

They also hope to expand the archive to include ephemera from first responders and those connected with the 1993 World Trade Center bombing.

(In the interests of full disclosure, my boyfriend is their archivist).
