Error during command authentication.

Error - unable to initiate communication with LISTSERV (errno=10061, phase=CONNECT, target=127.0.0.1:2306). The server is probably not started.

I have a faculty member looking for a list of top specifically art history (not just arts) born-digital e-journals. Does anyone know of such a list? She’s also asking for definitions and distinctions between e-journals vs. websites, etc.

 

Does anyone know of an article or a website which tracks this phenomena?
