The International Congress of Turkish Art, held every four years since 1959 in a different city in the Middle East or in Europe, counts as a major event in the field of Turkish and Islamic art, but is something of a bibliographic mare's nest. Unlike some other recurring international scholarly meetings,  the International Congress of Turkish Art appears to have no permanent secretariat and no regular arrangement for publishing the proceedings of its quadrennial meetings; decisions on whether and how to publish the proceedings for each congress are handled on an ad-hoc basis by the local organizing committees.

The First International Congress of Turkish Art, held in Ankara in 1959, resulted in two separate volumes of proceedings -- published under different titles -- in 1961 (papers delivered in English, French and German) and 1962 (papers in Turkish) respectively. There have been a dozen such Congresses held since then and most have resulted in some form of publication, but not all.  The 3rd Congress, held in 1967 in Cambridge, England, published the catalogue of an art exhibition held in conjunction with the event but not the papers presented at the congress. The 8th Congress, held in Cairo in 1987, published only brief summaries of the papers, but not the full text. The 11th Congress, held at Utrecht in 1999, resulted in 1249 pages of proceedings, profusely illustrated, published online only as a special issue of the Electronic journal of Oriental studies, vol. 4 (2001). Unfortunately, however the University of Utrecht, which used to host EJOS, has since taken the journal off-line; at this point one can find it only via the Internet Archive <www.archive.org>. The 12th International Congress of Turkish Art, held in 2003 in Amman, Jordan, has not issued any proceedings, at least thus far. But there may be hope yet -- the 6th Congress, held in Munich in 1979, eventually published a 3-volume set of its proceedings, issued in 1987, eight years after the Congress was held.

The reason I'm sharing this tangled bibliographic tale is that I've spent some time this week tracking down the Proceedings of the 13th International Congress of Turkish Art, held in Budapest in 2007.  According to the patron who urgently needed to consult it, the proceedings of the 13th Congress have recently been published in Turkey by the Turkish Ministry of Culture. The patron had not personally seen the book, but she had heard from colleagues in Turkey who had seen and handled the volume. But searches of the Ministry of Culture's website, of OCLC, of the OPACS of several Turkish libraries and of the websites of Turkish online booksellers turned up no leads.

The good news is that I've finally succeeded in tracking down the proceedings, which were indeed printed in Turkey, but were "published by the Hungarian National Museum on behalf of the Ministry of Education and Culture, Republic of Hungary, and the Ministry of Culture, Republic of Turkey."
