Error during command authentication.

Error - unable to initiate communication with LISTSERV (errno=10061, phase=CONNECT, target=127.0.0.1:2306). The server is probably not started. LISTSERV 16.5 - ARLIS-L Archives

I need to find out how well Artstor and/ or Bridgeman image databases 
have been used at other University Libraries.
 
Are they considered a good value for the amount invested? 
Could they be replaced with Google image? 
Are they used primarily by faculty or students? 

I will appreciate any information or opinion on these databases.
