Here at NOMA there are no penalties for keeping books overdue, and some of our curators have sizeable collections in their offices. When a book is needed I can request it (with varying degrees of success) or send the user to the curator's office to use it there (which works out very well.) I have never had a problem with Interlibrary loan items, but I do give a very strict lecture about returning books on time, damage to books etc. before I hand those over.
