Hi Michaela,
Unfortunately Fannie Mae shut down the Foundation (see:
http://www.washingtonpost.com/wp-dyn/content/article/2007/02/23/AR200702
2301002.html). Looks like they've taken down the website which provided
access to the old issues of this journal.
UCLA and other libraries do have back issues in print form, so I
recommend submitting an inter-library loan request.
