A good place to search ISSNs that didn't retrieve anything in OCLC is the
French national library catalogue (http://catalogue.bnf.fr), especially for
potentially European titles. The French are much better about adding ISSNs
to their catalog records than U.S. cataloging agencies are.
According to the BnF catalogue, it is Janus published in Antwerp, beginning
in 1999. I think this URL will take you to the BnF record:
http://catalogue.bnf.fr/ark:/12148/cb39095790d/PUBLIC
There is a record for it in OCLC (lacking the ISSN): "Janus (Antwerp,
Belgium)," OCLC accession number 191029035. The subject heading is
Art--Periodicals.
