ALA report on Resource Description and Access (RDA)

These notes are compiled after attending the ALA annual conference meetings of the Technical Services Directors in Large Research Libraries (Big Heads), the RDA Update Forum, and the Committee on Cataloging: Description and Access (CC:DA)

The final RDA draft will be delayed until sometime in October. The exact dates of the review period should be available sometime this summer.  The text of RDA was not reviewed during any of these meetings.  Almost all of the discussion related to the publication format of RDA and the testing process.

It seems highly unlikely that a print version of RDA will be available at the same time when the online version is released. This is contrary to what had been promised all along. Don Chatham, Associate Executive Director of ALA Publishing Services, reported at the RDA Update Forum and at a session of CC:DA.  He was questioned at length on issues of price, availability of RDA in print, inclusion in CatDesktop, etc.  

Testing of RDA: from the presentation of Beacher Wiggins, Library of Congress Director for Acquisitions and Bibliographic Access, during the RDA Update Forum: 

LC, NAL, and NLM will be coordinating the testing in the United States and they hope to include 10-20 libraries, including PCC libraries, small libraries, archives, and at least two ILS vendors. Mr. Wiggins said that if anyone was interested in participating, they could contact him, Chris Cole of the National Agricultural Library, or Barbara Bushman of the National Library of Medicine. The test period would last approximately six months. The testing will include ease of cataloger’s use, usability of records for vendors, can these records be easily exchanged, and whether these records will serve the public.  The testing will also examine some of the following: workflow changes, cost of training, length of time for training, cost per record, and converting existing data in system.

This period is also designated for the development of specific workflows based on the online product. One workflow is due to be developed by the Library of Congress. It is expected that the Program for Cooperative Cataloging (PCC) will develop another.

RDA content is still being edited. Many of the changes are based on recommendations and comments from various constituencies. One of the most significant changes is from the required/optional structure to the selection of core elements. 

The meetings left many of us unsettled. Some clarification has come from the RDA project manager, Majorie Bloss, on the RDA-L list.

July 2, 2008:

(1)    Availability of the final draft:  The final draft in its online format will be freely available to all. It will be available live at a unique URL.  The content will not be postable to the JSC  website; however we will post a link to the final draft’s URL on the JSC website.
(2)    Ability to print the final draft.  Phase #1 of the software (the software in which the final draft will be issued) will have a print capability, allowing those who wish to print out the content to do so.

July 4, 2008:

“The Co-Publishers are currently examining different models for the pricing of RDA based on tiered approaches, size and types of libraries (consortia, library schools, academic, public, special libraries -- forgive me if I don't list them all).  Factors that will also drive the price include the functional specifications (how much functionality will there be?), content development, the development of the DTD, converting data into XML, how RDA will be accessed (such as pay for use), etc.  All of these (plus other things I'm sure I've not mentioned here) need to be factored in when establishing RDA's pricing structure.”
