University of Washington Libraries has a nice overview at http://www.lib.washington.edu/scholcomm/ and details about specific UW efforts at http://www.lib.washington.edu/scholcomm/local.html. On the UW efforts page you'll see that scholars are directed to their subject librarians if they have ideas for new initiatives that will produce change in the current system of scholarly communication. This suggests to me that subject librarians at UW play a key role in this area.
