Here at the Metropolitan Museum we have recently tended to refer to 'branch' or 'departmental' libraries as either 'independent libraries' (for various historical and/or administrative reasons) or indeed as 'departmental' libraries. The 'independent' moniker comes in part as an acknowledgment that these libraries often report to a curatorial department rather than the principal museum library. It is also frequently the case that the heads of these libraries, themselves professional librarians, reserve the right to set certain collection development and access policies. As such the libraries are as much a consortium of libraries as a head-and-branch system.
 
Of course, I speak only for myself and as an 'independent' librarian.
