Blunt answer - it's huge, and it's probably going to change user access in a profound way. To get a sense of what is going on with it, everyone should try out FLICKR and DEL.ICOU.US, where you can experience tagging, clouds, visually weighted popularity, etc. DEL.ICOU.US is particularly interesting because when you select a url to be posted to your cache of urls, you can supply your own tags, with visual cues to show you what you've used before, but you can also see what others have used to tag this same item. Tagging is about what makes sense to the user, not what correct or established. It's effective, fun, and rather liberating. You can see another example of this sort of tagging in the Bridgeman Archive via the Dictionary of Art. These are indexer, rather than user supplied, terms, and clearly show the difference between tagging and formal subject indexing. There is also a debate going on among VRA Core 4.0 users as to where to put tags like this, whether they are a form of description, or deserving of a field of their own. Google also now has a "Image Labeller" game that is rather like the museum-sponsored STEVE project.
