Technically, this is already in the VRA purview, we just have never attracted many people from outside the arts. I don't think this lessens the need to interface with the library community however. From the VRA website: "The Visual Resources Association is a multi-disciplinary organization dedicated to furthering research and education in the field of image management within the educational, cultural heritage, and commercial environments."
