The tool developed by the Japanese institute that I worked, might fulfill your needs.
It's an open source called NetCommons and has the English version. Though it's mainly designated for educational use, I thought it could be used for your purpose.

I'm curious if any of you have had experience with online project management tools and would be willing to suggest vendors or sites. I've looked at a few blog sites but most don't feature an ability to upload documents.
