When LC implemented form subdivisions, they made the "mistake" of determining that some subdivisions should be considered form/genre by default (that is, they're coded $v in LCSH) while recognizing that they might sometimes be used as topical subdivisions. A purer implementation would have added new subdivisions for any of those could reasonably be both topic or form use, and inventing new subdivisions when there was ambiguity. For example, "--Exhibitions" could be kept as a topical subdivision. "-- Exhibition catalogs" could be added as a form subdivision. Alternatively, one could have determined that form should be handled by form headings rather than by subdivisions. The Canadian Centre for Architecture has done this so an exhibition catalog will have a 655 and the topical headings will not have a subdivision about the catalog-ness. Your catalogers are "right" that "--Art and the war" is coded as a form subdivision though that shouldn't mean it can't be used topically. Practically speaking, such a topical use is likely to be "maintained" if you are doing any kind of routine authority processing, locally or vendor. As my friends like to say to me, get over it.
