I have never heard that particular phraseology; so I can not give you a specific source. However I have read the phrase "stream of History" - with variation in being in or out of it - in a number of old texts; Milton in particular come to mind. So I would say that it is simply a maxim with the source being that most prolific of writers - Anonymous.
