Error during command authentication.

Error - unable to initiate communication with LISTSERV (errno=10061, phase=CONNECT, target=127.0.0.1:2306). The server is probably not started. LISTSERV 16.5 - ARLIS-L Archives

My question to librarians familiar with architecture is this. (I am
still new to the field).   Are there lists (such as the Gourman Report)
that are currently in use and rank both undergraduate and graduate
architecture programs.  I am also looking for what criteria the
evaluations are based on.
