Brooke:
Duke University Libraries gave up collecting fines for regular overdues
several years ago. The Libraries were not allowed to keep the money
anyway and Duke students just let the charges go to their bursar's
account and their parents paid it. There seemed to be no penalty status
in the fine, whether we charged it or not. We kept (raised actually)
the overdue fines we charged for reserves, late videos (Duke's art
library also handles videos) and recalls, including garnering faculty
wages. Students who don't return books after a certain length of time
are charged replacement fees of $125, $25 of which is not forgiven if
the book is eventually returned. Cessation of overdue fees resulted in
no increase in late material and stopped for the most part, our being
perceived as the bad guy(s).

Dear All,
There is talk here at my college's library of
eliminating all fines for overdue materials (not
including recalls, replacements, or reserves), and I
have been asked to join a committee to discuss such a
plan. I have my own concerns, but I would so
appreciate hearing about experiences from those of you
whose libraries don't fine for overdue materials, and
especially from those of you who experienced a
transition from having fines to then eliminating them.
