Hello Leslie,
I am not a "real" cataloger and cannot answer about WHY the books on Native 
American Art have been consistently flung into Ethnology by the original LC 
catalogers, but there are more cataloging headaches caused by ambivalence, 
for example about Archaeology  (when must an "antiquity" be considered a 
work of art?)  or famous monuments in towns, which are cataloged in F and 
would be needed by our art students who only look within the N 
holdings.  Anybody thinking of the graphic or industrial design books?  Or 
the architecture of schools and hospitals?
In our Art Library I have only jurisdiction on books in the classes from N 
to Z, so that I can keep all the photography books and a selection
of my liking of the books I may order that are cataloged from P through Z .
Whenever it makes sense and is in my power I change numbers to fit my needs 
according to the regular N schedule, but in the case of Native American Art 
I follow an "in house" schedule created by my predecessor which fits the 
whole class within N 5311 with appropriate
decimals added for individual civilizations.  Although it is a bit crude 
and not perfect it serves our needs quite well.
Our technical services specialist has never objected!
