Dear Giovana,

The Onion is a satire tabloid that started at the U. of Wisconsin. For
years it has been distributed only in Madison, Chicago, Denver and NYC.
Last year they moved HQ from Madison to NYC. It's the cutting edge of
college humor.
You aren't the only one to wonder if the news is real. Last year the
CHINESE GOVERNMENT got taken in by a story they ran saying that the U.S.
Congress was going to move out of DC if a splendid, luxurious new
capitol building was not built for them. (Like sports teams getting a
city to build a new stadium)
The Chinese press, briefly, picked up the story as true. They also began
to believe the Onion story that every US citizen was being issued a life
vest. Bookmark onion.com for great laffs each week.
