It's a hoax. This is making it's way around the Net. This is a real file in Windows and if you delete it, something won't work.  See <http://www.snopes.com/computer/virus/jdbgmgr.htm >

Sort of reminds me of the Honor Virus. The email first requests that you resend it to everyone in your address book, then you are to erase your hard drive.  Looks as if it's not such a joke after all.
