I think the artist your patron has in mind was Louis Wain [1860-1939. UK.
Illustrator/Painter]

He specialised in painting and drawing cats. As his illness progressed his
cat pictures became more and more disturbing, indeed they were positively
psychedelic towards the end.

You will find entries on him in most biographical dictionaries of 19/20th
century British illustrators/painters.  His cat pictures are highly
collected in the UK and fetch high prices at auction.
