Chadwyck-Healey (now part of Bell+Howell, formerly UMI) has a microform
collection entitled "Rare 19th Century American Art Periodicals."  If you
contact them about this, you can purchase individual titles in the series.
I can't remember if I have the whole list of titles, but I do recall the
first two titles you mention as being available.  I had enquired about
whether they were planning on digitizing this collection, and they have
said they aren't at this time.  The prices for the microforms weren't too
bad either -- maybe a 10-year run of a title being about $500-$750?
