We use a commercial collection agency after a combination of a certain
amount of time and certain amount of money owed.  Of course, this doesn't
always bring the books back (our primary concern), but it does bring in
money to replace some of the missing items.  In the case of students, you
may want to alert local second-hand book stores - some here call us when
they see materials with our property stamp.   Cross your fingers
that landlords will call you when tenants leave books behind.  Resign
yourself to always losing a certain amount.
