The earlier paper = describes in depth with the needs analysis stage, whereas the later one continues = with building the Request for Proposal, evaluation and selection, negotiation and contracting, data conversion, and system launch and early implementation. In any event they are more useful when coupled together in that sequence. I = will approach CHIN about the possibility of putting them together in the Forum = under one title with parts 1 and 2.
