The current (Apr. 2000)  issue of American Libraries features an article
on UCITA by Skip Auld in "On My Mind" (p. 37).

ARLIS/NA joins other Digital Future Coalition members in opposition to
UCITA. For further information on how ARLIS/NA members can express
their opinions on UCITA to their state legislators, see the 4CITE Web site

What's Happening to UCITA in the States

Delaware: UCITA introduced.

District of Columbia: The bill text is now available.

Iowa: A provision has been introduced in a bill to enact the Uniform
Electronic Transactions Act which would deny application of another
state's law pursuant to a choice of law clause if UCITA was the chosen
law.

Curiously, although the current language calls for Iowa law to apply
instead of the chosen UCITA law, it also declares the transaction null and
void. NCCUSL strongly objects to this provision and has so informed
its commissioners.

Maryland: UCITA has passed the House, the adopted version is not yet
available but some of the amendments to HB 19 are.
