I'm not on your Task Force, so forgive me from
commenting. It's clear your committee has been
working on this. The tone is excellent, but I find
some of your omissions problematic.

Good:
High level of discussion
Clear language
Increasing professional recognition of individual librarian
and vr professionals at each school
Recognition of local differences

Not necessarily Good:
Leaving off the 5,000 minimum - 5,000 volumes is small!
Leaving off the statement that reliance on another
    library is no substitute for own collection - some
schools
    routinely rely on other schools, which is unfair to the
    other schools
Leaving off mention of the appropriate professional bodies
