Error - unable to initiate communication with LISTSERV (errno=10061, phase=CONNECT, target=127.0.0.1:2306). The server is probably not started.

The last issue we received was, indeed, v.27 dated 1994, but it was not published until 1999. (We received ours in July, 1999). They are running very slow, but I don't think they are dead.
