I am responding to your email concerning the position of libraries
in museums, although you probably need information only from
American libraries.
In the Victoria and Albert Museum the Librarian reported
directly to the Director of the Museum until early 1990. At that
point a new position was created, namely that of Assistant
Director (Collections) and the Librarian reported to this post.
And this situation still holds.
The current position is:

Assistant Director Assistant Director
(Collections) (Administration)
Chief Librarian
Head of Conservation
Surveyor of Collections
Head of Research
Heads of Collections (8 in all)
